Council Procedure Bylaw No. 8330 — How Council Meetings and Delegations Work

Bylaw No. 8330 is the City of Delta’s Council Procedure Bylaw. It sets the rules for how Council meetings are run, how motions are handled, and how residents can appear as delegations before Council.

Delegation requests — the key rules

Sections 13.4 and 13.10 of the bylaw deal with requests to appear before Council:

  • Section 13.4 — An external organization wishing to appear before Council must send a written request to the City Clerk. All such requests are subject to prior approval of the Mayor.
  • Section 13.10 — Delegations may address Council at a Regular Meeting or as Committee of the Whole “as approved by the Mayor.”
Under the written text of Bylaw 8330, approval of delegation requests rests with the Mayor. The bylaw does not name staff or external counsel as the approving authority for these requests.

Why this matters for residents

A delegation is one of the formal ways a resident or organization can speak directly to all members of Council and have that address become part of the public record. For the process to work as written, requests should be reviewed and decided by the authority the bylaw actually names.
