Closed council meetings: Was this information authorized for public disclosure?

Sarbjot Singh Locham
Resident & Editor, DCC Now – Delta Community Concerns

October 14, 2026. Advance voting is complete. General voting is October 17. This post sets out a recording already filed in court and previously circulated, and asks whether Council authorized its disclosure under the Community Charter.

The recording

The video below was made by Randy Mann. It was supplied in the resolved Grewal v. Kruger proceeding and has circulated on social media. In it, Councillor Dylan Kruger states that the discussion is not something he is allowed to share with the public and is not to be distributed.

The question

Section 117 of the Community Charter generally requires councillors to keep information from lawfully closed (“in-camera”) meetings confidential unless Council specifically authorizes disclosure or the information has been discussed at an open meeting or publicly released.

Can the City of Delta and Councillor Dylan Kruger clarify whether the information discussed in this recording remained confidential or whether Council authorized its disclosure? If authorized or previously released, please identify the relevant public record.

Responses welcome

Where this stands

We will publish every answer we receive, and any refusal, with its date. This post raises a transparency question only. It does not make a finding of wrongdoing.
