Development Application Procedures Bylaw No. 8347 — What It Covers

Key powers delegated to the General Manager

Under the bylaw, Council has delegated several decision-making powers to the General Manager (the person responsible for development applications), including:

Deciding whether to hold a public hearing on a proposed Zoning Bylaw amendment that is consistent with the Official Community Plan
Issuing or amending development permits (when no variances, or only minor variances, are requested)
Issuing minor development variance permits under set criteria
Issuing, amending, or renewing temporary use permits
Approving certain Third Reading extension requests for rezoning applications
Providing permit extensions and requiring security as a condition of land-use permits

The General Manager may choose not to exercise a delegated power if the matter is complex or raises significant public interest. In that case the decision goes to Council.

Council reconsideration

The bylaw includes a process for Council to reconsider certain staff decisions. This is an important check on delegated authority.
