No New Taxes, Levies or Fees — and a North Delta Rec Centre. Where’s the Funding Plan?
One Delta has published two commitments: a new full-service recreation centre for North Delta, and no new taxes, levies or fees. City staff have published a $150–$300 million range. The public record still does not show a municipal funding schedule that pays for both at once.
This brief uses the same method as our September 5 review of the North Delta rec-centre file: published campaign language checked against Council minutes, staff reports, and the only local project in the same cost league — Winskill.

The two published pledges
“No new taxes. No new levies. No new fees.”
Alternative named: grow the commercial and industrial tax base; secure a “fair share” of federal and provincial investment.

Phase one of the North Delta Facility Feasibility Study: “clear need,” preferred search area north / northeast of Nordel Way, comparable-project cost range $150 million to $300 million. Detailed costing returns with the Parks, Recreation and Culture Master Plan in early 2027. No construction line in the 2026 capital plan.
What Council actually voted on — December 2, 2024
Councillor Dylan Kruger, seconded by Councillor Rod Binder, moved “Ensuring Fairness in Investment for North Delta.” That motion directed a comprehensive North Delta infrastructure study, including a feasibility study for a new, modern recreation centre — sites, projected costs, and funding strategies. After the amendment below was defeated, the study motion passed unanimously.
The same night, Mayor George Harvie, seconded by Councillor Jessie Dosanjh, moved to put a funding path into the five-year plan:
- a 2% recreation levy in 2026 and another 2% recreation levy in 2027; and
- $60 million in borrowing proceeds in 2027 and $60 million in 2028 — $120 million, described as comparable to Winskill.
The amendment was defeated. Recorded opposed: Rod Binder, Daniel Boisvert, Jennifer Johal, Dylan Kruger.
That vote does not show opposition to a North Delta recreation centre. It shows opposition to this levy-and-borrowing method. Kruger’s original motion already asked staff for funding strategies. The amendment would have locked a levy and borrow intent into the plan before that work was done.

Same meeting, one more financial vote
Council also adopted the 2025 Financial Plan that night: a 4.75% tax increase plus an additional 2% Recreation Capital Investment Levy. The plan passed unanimously, including Kruger, Binder, Boisvert and Johal. That is context for a later “no new taxes, levies or fees” pledge. It is not, by itself, a contradiction of a future-policy promise.
The only local comparable that is funded
Winskill Aquatic & Fitness Centre is the project in the same order of magnitude:
- approved budget about $130 million;
- about $120 million borrowed, balance from reserves;
- debt serviced by the city-wide 2% Recreation Capital Investment Levy;
- construction underway; opening targeted for spring 2028.
That is a published municipal funding schedule. The North Delta file does not have one.
What “growth and grants” currently means on the record
Senior-government grants. Campaign language says “fair share.” The main federal–provincial stream that fits community recreation — the Investing in Canada Infrastructure Program, Community, Culture and Recreation stream — allows municipalities up to 73.33% of eligible costs if a maximum award is won. The Province’s program page told applicants that shortlisted requests in the previous intake averaged a combined federal-provincial grant of about $2.5 million, and that requests for large amounts are unlikely to be met. No published commitment attaches a dollar figure to the North Delta building.
Commercial and industrial tax-base growth. A legitimate long-term strategy. Attracting, permitting, building, and putting new assessment on the roll takes years. The public record does not name the projects, the extra annual municipal revenue, or the year that revenue would service a $150–$300 million facility.
Neither source is a construction cheque. Both can reduce the local share. Neither, as published, closes a nine-figure gap while also ruling out new taxes, levies and fees.

Questions that still need numbers
- What total cost is One Delta accepting for the North Delta facility?
- How much provincial and federal funding is assumed, and how much is already committed?
- How much new commercial/industrial assessment — and how many years — would be required to replace a levy?
- Would the City still borrow? If yes, which existing revenues would pay principal and interest?
- What happens if grants or growth fall short: delay, smaller building, or a tax, levy or fee?
- When was the no-new-tax pay-for first put to Council as a funding strategy for this centre?
What the record does and does not show
The record shows Kruger put the North Delta rec-centre study on the agenda in 2024. It shows Council agreed to study it. It shows a specific levy-and-borrow amendment lost. It shows staff later found need and published a $150–$300 million range. It shows One Delta now pledging both the building and a freeze on new taxes, levies and fees.
It does not show a municipal funding schedule that delivers both pledges.
Residents can support the centre and still ask how the municipal share will be paid. That is a budget question, not a loyalty question.
Until the numbers are on the record, North Delta has a planning file and two campaign commitments — not a funded plan that rules out new taxes, levies and fees.

Winskill Aquatic & Fitness Centre ਇਸੇ ਲਾਗਤ-ਪੱਧਰ ਦਾ ਪ੍ਰੋਜੈਕਟ ਹੈ:
- ਮਨਜ਼ੂਰ ਬਜਟ ਲਗਭਗ $130 ਮਿਲੀਅਨ;
- ਲਗਭਗ $120 ਮਿਲੀਅਨ ਕਰਜ਼ਾ, ਬਾਕੀ ਰਿਜ਼ਰਵ ਤੋਂ;
- ਕਰਜ਼ਾ ਸ਼ਹਿਰ-ਵਿਆਪੀ 2% Recreation Capital Investment Levy ਨਾਲ ਅਦਾ;
- ਉਸਾਰੀ ਚੱਲ ਰਹੀ ਹੈ; ਖੁੱਲ੍ਹਣ ਦਾ ਟੀਚਾ ਬਸੰਤ 2028।
ਇਹ ਜਨਤਕ ਨਗਰ ਫੰਡਿੰਗ ਯੋਜਨਾ ਹੈ। North Delta ਫਾਈਲ ਕੋਲ ਇਹ ਨਹੀਂ ਹੈ।
ਰਿਕਾਰਡ ਵਿੱਚ “ਵਿਕਾਸ ਅਤੇ ਗ੍ਰਾਂਟਾਂ” ਦਾ ਅਰਥ
ਉੱਚ ਸਰਕਾਰੀ ਗ੍ਰਾਂਟਾਂ। ਮੁਹਿੰਮ “ਉਚਿਤ ਹਿੱਸਾ” ਕਹਿੰਦੀ ਹੈ। ਕਮਿਊਨਿਟੀ ਮਨੋਰੰਜਨ ਲਈ ਮੁੱਖ ਧਾਰਾ ICIP Community, Culture and Recreation ਹੈ। ਨਗਰ ਪਾਲਿਕਾ ਨੂੰ ਯੋਗ ਲਾਗਤ ਦਾ ਵੱਧ ਤੋਂ ਵੱਧ 73.33% ਮਿਲ ਸਕਦਾ ਹੈ ਜੇ ਵੱਧ ਤੋਂ ਵੱਧ ਅਵਾਰਡ ਜਿੱਤੇ। ਸੂਬੇ ਦੇ ਪ੍ਰੋਗਰਾਮ ਪੰਨੇ ਅਨੁਸਾਰ ਪਿਛਲੇ ਦੌਰ ਦੀਆਂ ਚੁਣੀਆਂ ਅਰਜ਼ੀਆਂ ਦੀ ਔਸਤ ਮਿਲੀ-ਜੁਲੀ ਗ੍ਰਾਂਟ ਲਗਭਗ $2.5 ਮਿਲੀਅਨ ਸੀ, ਅਤੇ ਵੱਡੀਆਂ ਮੰਗਾਂ ਪੂਰੀਆਂ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਘੱਟ ਹੈ। North Delta ਇਮਾਰਤ ਨਾਲ ਕੋਈ ਜਨਤਕ ਡਾਲਰ-ਰਕਮ ਜੁੜੀ ਨਹੀਂ।
