Should Delta Elect Councillors by Ward?

A Delta ward system would assign councillors to geographic areas instead of electing all of them at large. Right now Delta elects one mayor and six councillors at large. Every councillor represents the whole municipality. None is assigned specifically to North Delta, Ladner, or Tsawwassen.

What a ward system is

In a ward system, the municipality is divided into geographic areas. Voters in each area elect a councillor responsible for that area. Many large Canadian cities use wards. Most B.C. municipalities, including Delta, still use at-large elections.

The case for a Delta ward system is local accountability: residents would have a named councillor for their community.

The case against wards is that councillors should think city-wide, not only for one area, and that drawing ward boundaries can itself become political.

Why a Delta ward system is being discussed

Delta is three distinct communities under one council. A common question from residents is who they should call about a neighbourhood issue, because no councillor is formally assigned to that neighbourhood.

What the October 17 ballot decides

General Voting Day is Saturday, October 17, 2026. On that ballot, voters elect a mayor and six councillors under the current at-large system, unless Council has put a separate “other voting” question on the ballot.

A Delta ward system is not automatic on October 17. If a candidate supports wards, the follow-up question is what process they would start after the election.

How this connects to process this term

DCC Now has also been documenting process questions this term, including whether Council completed a statutory reconsideration under section 113.2 of the Community Charter before January 1, 2026. The City responded in writing and provided the 2022 Code of Ethics and information on Bill 17. A specific public record of that reconsideration has not been identified.
