Who should decide who speaks to Council

Residents elect the Mayor and Council. They do not elect staff or outside lawyers.

What Bylaw 8330 names

Council may delegate routine work to staff. That is not the same as handing over who gets to speak to Council.

Bylaw 8330 names the Mayor as the person who approves a delegation request. If requests are refused before Council ever sees them, the public record never starts.

Staff advice is not a substitute for an elected decision. Residents cannot vote the Corporate Officer or City Manager out of office.

What a fair process needs

A fair process needs written reasons, a named decision-maker, a list of refusals that Council can see, and a way to ask elected officials to reconsider.
