Closed Meeting Recording: 5 Questions Councilor Kruger and the City Have Not Answered

The recording
In the recording, Councilor Dylan Kruger states that the discussion is not something he is allowed to share with the public and is not to be distributed. The recording also contains discussion of the Official Community Plan, densification, a “Social Heart” concept for North Delta, 2026 election strategy, candidate recruitment, fundraising, and comments about former Mayor Lois Jackson and Mayor George Harvie.
Questions for Councilor Dylan Kruger and the City of Delta
- In the recording, Councilor Kruger stated the discussion was not something he was allowed to share with the public and was not to be distributed. Was any part of the discussion covered by Community Charter section 117? If yes, did Council later authorize its disclosure or was the information discussed in an open meeting or otherwise publicly released? Please identify the relevant public record.
- The recording discusses the Official Community Plan, densification, and a “Social Heart” concept for North Delta. Do these comments reflect current City policy, draft policy under consideration, or personal views? Has any formal Council direction, staff report, or public consultation document addressed these ideas? If so, please provide the links or dates.
- The recording discusses 2026 election strategy, candidate recruitment, and a fundraising target. Are the fundraising figures or recruitment plans referenced consistent with any public campaign disclosures or elector-organization filings with Elections BC? Does the City have any record of Council members discussing campaign fundraising or candidate recruitment during meetings or official business?
- The recording contains comments about former Mayor Lois Jackson and Mayor George Harvie. Do these comments represent Councilor Kruger’s current public position? Has Council or the City received any formal complaint or inquiry related to these statements?
- Does the City or Councilor Kruger maintain that any portion of the recording remains subject to confidentiality obligations under the Community Charter? If not, is there any public record confirming that the information was authorized for release or has already been disclosed?
