What Bylaw 8330 identifies
Delta's Council Procedure Bylaw 8330 (sections 13.3, 13.4 and 13.10) identifies the Mayor as the approving authority for delegation requests to Council. DCC Now sent every recipient the same five questions about how that process has functioned this term.
The five questions
- Bylaw 8330, sections 13.3, 13.4 and 13.10, identify the Mayor as the approving authority for delegation requests. Can you describe, in your understanding, what role — if any — City staff or external legal counsel play in that approval process?
- Are you aware of delegation requests being denied by staff or external counsel rather than by the Mayor directly? If so, what is your understanding of the legal basis for that?
- Does Council receive regular reporting on delegation requests that are denied before reaching Council, or only on those that are approved and scheduled?
- In your view, should denied delegation requests and the stated reasons for denial be a matter of public record?
- What steps, if any, would you support to make the delegation request process more transparent to residents?
