City of Delta Underground Overhead Utility Requirements for New Construction Have Changed Since February 2025
For new construction, subdivision and development, Council narrowed where existing overhead third-party utilities must be put underground along the frontage. That can save some owners thousands. It does not cancel every underground service rule.
City of Delta underground overhead utility requirements for new construction have changed since February 2025.
The change applies to development work — subdivision, rezoning and development permits — not to a claim that Delta abolished underground utilities city-wide.
What new construction used to trigger
Under Development and Subdivision Standards Bylaw No. 8288, a developer proceeding with subdivision, rezoning or a development permit was required to underground existing overhead third-party utilities along the project frontage.
Engineering described those utilities as infrastructure such as BC Hydro distribution lines and telecommunications lines for telephone, cable and fibre-optic service.
The January 17, 2025 Engineering report said that city-wide frontage requirement could create significant costs, especially for smaller new-construction and subdivision projects.
What Council changed on February 10, 2025
Councillor Daniel Boisvert moved, and Councillor Dylan Kruger seconded, that the requirement to underground existing overhead third-party utility infrastructure be reduced to:
The motion carried. Councillor Alicia Guichon was opposed. Resolution R25/4-11.

Six-storey-and-higher new buildings, and new installations in master-planned communities such as Southlands and Delsom, stayed in scope.
New construction still is not “overhead everywhere”
No. Two different obligations get mixed together:
2. New service to the building — the connection from the highway to a new house, unit or lot. Engineering Design Criteria can still require that service underground.
It is not accurate to tell a builder: “Delta no longer requires underground utilities for new construction.”
Projects already approved
If a new-construction application already had final reading before February 10, 2025, the old frontage rule may already be in the Development Agreement. The 2025 policy does not automatically erase that agreement. Ask staff for the clause.
What owners and builders should ask
If the City is requiring payment to relocate or underground existing poles and lines as a condition of new construction, ask:
- Is this existing frontage plant, or a new building service?
- Is the site on a listed corridor, six storeys or higher, or in a master-planned community?
- If staff cite an old Development Agreement, which section?

ਨਵੀਂ ਉਸਾਰੀ, ਜ਼ਮੀਨ ਵੰਡ ਅਤੇ ਵਿਕਾਸ ਲਈ ਕੌਂਸਲ ਨੇ ਹੱਦ ਉੱਤੇ ਮੌਜੂਦ ਉੱਪਰਲੀ ਤੀਜੀ ਧਿਰ ਦੀਆਂ ਸਹੂਲਤਾਂ ਨੂੰ ਜ਼ਮੀਨ ਹੇਠਾਂ ਕਰਨ ਦੀ ਲੋੜ ਸੀਮਿਤ ਕਰ ਦਿੱਤੀ। ਕੁਝ ਮਾਲਕਾਂ ਦੇ ਹਜ਼ਾਰਾਂ ਡਾਲਰ ਬਚ ਸਕਦੇ ਹਨ। ਹਰ ਜ਼ਮੀਨ ਹੇਠਲੀ ਸੇਵਾ ਖਤਮ ਨਹੀਂ ਹੋਈ।
ਨਵੀਂ ਉਸਾਰੀ ਲਈ ਡੈਲਟਾ ਸ਼ਹਿਰ ਦੀਆਂ ਉੱਪਰਲੀ ਸਹੂਲਤਾਂ ਨੂੰ ਜ਼ਮੀਨ ਹੇਠਾਂ ਕਰਨ ਵਾਲੀਆਂ ਲੋੜਾਂ ਫ਼ਰਵਰੀ 2025 ਤੋਂ ਬਦਲ ਚੁੱਕੀਆਂ ਹਨ।
ਇਹ ਤਬਦੀਲੀ ਵਿਕਾਸ ਕੰਮ — ਜ਼ਮੀਨ ਵੰਡ, ਜ਼ੋਨ ਬਦਲਾਅ ਅਤੇ ਵਿਕਾਸ ਮਨਜ਼ੂਰੀ — ਉੱਤੇ ਲਾਗੂ ਹੁੰਦੀ ਹੈ। ਇਸ ਦਾ ਮਤਲਬ ਇਹ ਨਹੀਂ ਕਿ ਡੈਲਟਾ ਨੇ ਸਾਰੀ ਜ਼ਮੀਨ ਹੇਠਲੀ ਸਹੂਲਤ ਖਤਮ ਕਰ ਦਿੱਤੀ।

17 ਜਨਵਰੀ 2025 ਦੀ ਇੰਜੀਨੀਅਰਿੰਗ ਰਿਪੋਰਟ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਕਿ ਇਹ ਸ਼ਹਿਰ-ਵਿਆਪਕ ਲੋੜ ਛੋਟੀ ਨਵੀਂ ਉਸਾਰੀ ਅਤੇ ਜ਼ਮੀਨ ਵੰਡ ਲਈ ਬਹੁਤ ਮਹਿੰਗੀ ਪੈ ਸਕਦੀ ਸੀ।
10 ਫ਼ਰਵਰੀ 2025 ਨੂੰ ਕੀ ਬਦਲਿਆ?
ਕੌਂਸਲਰ ਡੈਨਿਯਲ ਬੋਇਸਵਰਟ ਨੇ ਪ੍ਰਸਤਾਵ ਰੱਖਿਆ, ਕੌਂਸਲਰ ਡਿਲਨ ਕ੍ਰੂਗਰ ਨੇ ਸਮਰਥਨ ਕੀਤਾ, ਅਤੇ ਲੋੜ ਇਨ੍ਹਾਂ ਥਾਵਾਂ ਤੱਕ ਰਹਿ ਗਈ:

ਜੇ ਨਵੀਂ ਉਸਾਰੀ ਦੀ ਅਰਜ਼ੀ ਨੂੰ 10 ਫ਼ਰਵਰੀ 2025 ਤੋਂ ਪਹਿਲਾਂ ਅੰਤਿਮ ਮਨਜ਼ੂਰੀ ਮਿਲ ਚੁੱਕੀ ਸੀ, ਤਾਂ ਪੁਰਾਣੀ ਲੋੜ ਵਿਕਾਸ ਸਮਝੌਤੇ ਵਿੱਚ ਲਿਖੀ ਹੋ ਸਕਦੀ ਹੈ। ਨਵੀਂ ਨੀਤੀ ਉਸ ਇਕਰਾਰਨਾਮੇ ਨੂੰ ਆਪਣੇ ਆਪ ਨਹੀਂ ਮਿਟਾਉਂਦੀ।
ਮਾਲਕਾਂ ਅਤੇ ਨਿਰਮਾਤਾਵਾਂ ਨੂੰ ਕੀ ਪੁੱਛਣਾ ਚਾਹੀਦਾ ਹੈ
