Surrey Started Demolition—But Where Are the Final Arena Agreements and Complete Taxpayer Cost?
Demolition has begun. The land exchange is documented. But Surrey’s published records still do not provide one complete public accounting of the $360-million “net” estimate, guaranteed private revenue and long-term operating risk.
On September 10, 2026, Surrey Mayor Brenda Locke operated an excavator as demolition began at the former Safeway building at 10355 King George Boulevard. The work marks the beginning of demolition and site preparation for Surrey’s planned 10,000-seat City Centre Arena and Entertainment District. Vancouver Giants co-owner Michael Bublé, majority owner Ron Toigo and members of Council attended the ceremony. The arena is anticipated to be completed by 2030 and is intended to become the new home of the Western Hockey League’s Vancouver Giants, who currently play at the Langley Events Centre.
The demolition came approximately five weeks before Surrey’s October 17 municipal election, in which the arena has become a campaign issue. Asked whether a new council could stop the project, Locke said: “There’s no going back on this project.” She added: “All of the contracts have been done and they’ve been signed and we are ready to go.” Surrey’s public project page still says the City “will complete definitive agreements” for the arena’s design, construction, operation and anchor tenancy during 2026. It lists detailed design and permitting for 2026–2027 and the beginning of arena construction in 2027.
That difference does not establish that the mayor’s statement was incorrect. Additional agreements may have been completed and the project page may not yet reflect them. The contracts themselves were not released at the demolition event. It does create a fair public-record question: which agreements are final, which remain outstanding, and what financial obligations are already binding? DCC Now reviewed the City’s published 2026–2030 Financial Plan, its arena project pages and the independent appraisal behind the land exchange to identify what is documented and what remains unclear. This is not an argument for or against the arena. It is an examination of what the public record currently says about cost, funding and risk.
The Land Exchange
To acquire the arena site, the City-owned Surrey City Development Corporation (SCDC) traded three City-owned properties — two industrial sites in Campbell Heights and the Cedar Hills Shopping Centre in Whalley — to developer Wesgroup Properties, in exchange for the former Safeway site at King George Boulevard and 104 Avenue. The three properties transferred were valued at a combined $116.6 million.
A June 2, 2026 report by EY-Parthenon Corporate Finance Inc., commissioned by the City, assessed the fairness of the exchange. Its central finding was that the negotiated value falls within a reasonable range of independent appraisals for the property — and is in fact lower than the $132.9 million value the developer’s own appraiser assigned to the same site.

Critics, including McCallum, have compared the $116.6 million transaction value to BC Assessment’s $86.8 million assessed value for the site, arguing the City overpaid. The EY-Parthenon report addresses this comparison directly, cautioning that assessed values are calculated using a mass-appraisal methodology intended for taxation purposes and are considered less reliable than individual appraisals for large, complex development sites — particularly here, where the most recent assessment reflects a valuation date roughly a year behind the appraisals used to negotiate the deal.
The report also discloses a detail that has not been widely reported: if any of the three City-owned properties are resold between 2027 and 2029 before being developed, the current term sheet includes a mechanism for the City to share in any resale proceeds above the negotiated value. A similar profit-sharing provision applies to the acquired arena site itself.
What the Financial Plan Actually Commits To
Surrey’s approved 2026–2030 Financial Plan lists the City Centre Arena as a ranked capital project with a net estimated cost of $360 million. The plan describes contract negotiations with private-sector partners as still expected to produce further development agreements for uses adjacent to or integrated with the arena, including a hotel, conference space, food and beverage, retail, and residential units. It further describes revenue from those development agreements, arena tenanting, and the sale of naming and commercial rights as expected to assist in funding the arena’s construction, operation, and maintenance.
Neither “expected” nor “assist” is paired anywhere in the plan with a dollar figure, a minimum guarantee, or a defined split between public and private funding responsibility. The plan does not specify what portion of the $360 million, if any, is contingent on that expected revenue materializing, or who is responsible for a shortfall if it does not.
That is a statement about the published plan, not a claim that contracts do not exist. Signed contracts that have not been published in the Financial Plan cannot be verified from the documents reviewed here.
Demolition Has Begun—Arena Construction Is Listed for 2027
The City describes the current work as demolition and site preparation forming part of the project’s first phase. Its published timeline separately places detailed design and permitting in 2026–2027 and the beginning of arena construction in 2027. This distinction matters: clearing the site demonstrates that the project is advancing, but it does not by itself show that the final arena design, construction price, operating agreement and tenancy obligations have all been disclosed publicly.
The City should therefore identify the agreements referred to at the demolition event, their approval dates and the non-confidential financial terms that determine taxpayer exposure. If the public project page is outdated, updating it would resolve the apparent difference between the public timeline and the mayor’s statement.
What Remains Unanswered
Based on the documents currently public, several questions have not been answered in the City’s own materials:
- What is the gross construction cost behind the $360 million net estimate, and what is netted out to arrive at that figure?
- What specific dollar commitments, if any, exist for naming rights, tenant lease payments, or development-agreement revenue, as opposed to a general expectation that such revenue will “assist” the project?
- Who bears responsibility for arena operating losses, and what financial obligations, if any, has the Vancouver Giants organization taken on as anchor tenant?
- How does the privately-led hotel, retail, and residential phase of the district relate financially to the publicly funded arena and land components?
- Is the $116.6-million value of the exchanged public properties included within the $360-million net estimate, or is it accounted for separately?
- Which design, construction, operating and anchor-tenancy agreements have been executed, and which non-confidential financial terms can be published?
If the City of Surrey, SCDC, or a project partner publishes figures that fill any of these blanks, this piece will be updated and the source added. Blanks stay blank until the record supplies a number.
The Bigger Picture
The independent appraisal work behind the land exchange appears to have been conducted carefully, and its conclusions — that the City achieved fair market value and negotiated a price lower than the seller’s own appraisal — are documented and available to the public. That distinguishes this land transaction from a simple giveaway, whatever the campaign-season rhetoric on either side.
Surrey may end up with an asset that benefits the city for decades. But an arena funded in part by “expected” revenue and described publicly as a “net estimated cost” is not the same as one with its full costs, funding sources, and risk allocation laid out for the public before construction began. Voters heading to the polls on October 17 are being asked to judge a $360-million project on numbers that, by the City’s own published language, remain partly provisional.

10 ਸਤੰਬਰ 2026 ਨੂੰ ਸਰੀ ਦੀ ਮੇਅਰ ਬਰੈਂਡਾ ਲੌਕ ਨੇ 10355 ਕਿੰਗ ਜਾਰਜ ਬੁਲੇਵਾਰਡ ਉੱਤੇ ਸਾਬਕਾ ਸੇਫਵੇ ਇਮਾਰਤ ਦੀ ਢਾਹੁਣ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਹੋਣ ਮੌਕੇ ਖੁਦਾਈ ਮਸ਼ੀਨ ਚਲਾਈ। ਇਹ ਕੰਮ ਸਰੀ ਦੇ ਯੋਜਿਤ 10,000 ਸੀਟਾਂ ਵਾਲੇ ਸਿਟੀ ਸੈਂਟਰ ਖੇਡ ਮੈਦਾਨ ਅਤੇ ਮਨੋਰੰਜਨ ਜ਼ਿਲ੍ਹੇ ਲਈ ਢਾਹੁਣ ਅਤੇ ਥਾਂ ਤਿਆਰ ਕਰਨ ਦੀ ਸ਼ੁਰੂਆਤ ਹੈ। ਵੈਨਕੂਵਰ ਜਾਇੰਟਸ ਦੇ ਸਾਂਝੇ ਮਾਲਕ ਮਾਈਕਲ ਬੁਬਲੇ, ਬਹੁਮਤ ਮਾਲਕ ਰੌਨ ਟੋਇਗੋ ਅਤੇ ਕੌਂਸਲ ਦੇ ਮੈਂਬਰ ਸਮਾਗਮ ਵਿੱਚ ਹਾਜ਼ਰ ਸਨ। ਖੇਡ ਮੈਦਾਨ 2030 ਤੱਕ ਪੂਰਾ ਹੋਣ ਦੀ ਉਮੀਦ ਹੈ ਅਤੇ ਇਸ ਨੂੰ ਪੱਛਮੀ ਹਾਕੀ ਲੀਗ ਦੀ ਟੀਮ ਵੈਨਕੂਵਰ ਜਾਇੰਟਸ ਦਾ ਨਵਾਂ ਘਰ ਬਣਾਉਣ ਦੀ ਯੋਜਨਾ ਹੈ। ਟੀਮ ਇਸ ਵੇਲੇ ਲੈਂਗਲੀ ਸਮਾਗਮ ਕੇਂਦਰ ਵਿੱਚ ਖੇਡਦੀ ਹੈ।
ਇਹ ਢਾਹੁਣ ਦੀ ਕਾਰਵਾਈ ਸਰੀ ਦੀ 17 ਅਕਤੂਬਰ ਨਗਰ ਪਾਲਿਕਾ ਚੋਣ ਤੋਂ ਲਗਭਗ ਪੰਜ ਹਫ਼ਤੇ ਪਹਿਲਾਂ ਹੋਈ ਅਤੇ ਖੇਡ ਮੈਦਾਨ ਚੋਣੀ ਮੁੱਦਾ ਬਣ ਗਿਆ ਹੈ। ਪੁੱਛੇ ਜਾਣ ਉੱਤੇ ਕਿ ਕੀ ਨਵੀਂ ਕੌਂਸਲ ਯੋਜਨਾ ਰੋਕ ਸਕਦੀ ਹੈ, ਲੌਕ ਨੇ ਕਿਹਾ: “There’s no going back on this project.” ਉਸ ਨੇ ਇਹ ਵੀ ਕਿਹਾ: “All of the contracts have been done and they’ve been signed and we are ready to go.” ਪਰ ਸਰੀ ਦਾ ਜਨਤਕ ਯੋਜਨਾ ਪੰਨਾ ਹਾਲੇ ਵੀ ਕਹਿੰਦਾ ਹੈ ਕਿ ਸ਼ਹਿਰ 2026 ਦੌਰਾਨ ਖੇਡ ਮੈਦਾਨ ਦੇ ਰੂਪ-ਰੇਖਾ ਨਿਰਮਾਣ, ਉਸਾਰੀ, ਸੰਚਾਲਨ ਅਤੇ ਮੁੱਖ ਕਿਰਾਏਦਾਰੀ ਲਈ ਅੰਤਿਮ ਸਮਝੌਤੇ ਪੂਰੇ ਕਰੇਗਾ। ਇਸ ਵਿੱਚ ਵਿਸਥਾਰਤ ਰੂਪ-ਰੇਖਾ ਅਤੇ ਇਜਾਜ਼ਤਾਂ ਲਈ 2026–2027 ਅਤੇ ਖੇਡ ਮੈਦਾਨ ਦੀ ਉਸਾਰੀ ਸ਼ੁਰੂ ਕਰਨ ਲਈ 2027 ਦਰਜ ਹੈ।
ਇਹ ਅੰਤਰ ਇਸ ਗੱਲ ਦਾ ਸਬੂਤ ਨਹੀਂ ਕਿ ਮੇਅਰ ਦਾ ਬਿਆਨ ਗਲਤ ਸੀ। ਹੋਰ ਸਮਝੌਤੇ ਪੂਰੇ ਹੋ ਸਕਦੇ ਹਨ ਅਤੇ ਯੋਜਨਾ ਪੰਨੇ ਉੱਤੇ ਨਵੀਂ ਜਾਣਕਾਰੀ ਹਾਲੇ ਨਾ ਜੋੜੀ ਗਈ ਹੋਵੇ। ਢਾਹੁਣ ਵਾਲੇ ਸਮਾਗਮ ਮੌਕੇ ਇਕਰਾਰਨਾਮੇ ਜਾਰੀ ਨਹੀਂ ਕੀਤੇ ਗਏ। ਪਰ ਇਸ ਨਾਲ ਇੱਕ ਵਾਜਬ ਜਨਤਕ-ਰਿਕਾਰਡ ਸਵਾਲ ਪੈਦਾ ਹੁੰਦਾ ਹੈ: ਕਿਹੜੇ ਸਮਝੌਤੇ ਅੰਤਿਮ ਹਨ, ਕਿਹੜੇ ਹਾਲੇ ਬਾਕੀ ਹਨ ਅਤੇ ਕਿਹੜੀਆਂ ਵਿੱਤੀ ਜ਼ਿੰਮੇਵਾਰੀਆਂ ਪਹਿਲਾਂ ਹੀ ਲਾਜ਼ਮੀ ਬਣ ਚੁੱਕੀਆਂ ਹਨ? ਡੀਸੀਸੀ ਨਾਊ ਨੇ ਸ਼ਹਿਰ ਦੀ ਪ੍ਰਕਾਸ਼ਿਤ 2026–2030 ਵਿੱਤੀ ਯੋਜਨਾ, ਖੇਡ ਮੈਦਾਨ ਨਾਲ ਸੰਬੰਧਤ ਸ਼ਹਿਰੀ ਪੰਨਿਆਂ ਅਤੇ ਜ਼ਮੀਨੀ ਅਦਲਾ-ਬਦਲੀ ਪਿੱਛੇ ਸੁਤੰਤਰ ਮੁੱਲਾਂਕਣ ਦੀ ਸਮੀਖਿਆ ਕੀਤੀ। ਇਹ ਖੇਡ ਮੈਦਾਨ ਦੇ ਹੱਕ ਜਾਂ ਵਿਰੋਧ ਵਿੱਚ ਦਲੀਲ ਨਹੀਂ। ਇਹ ਲਾਗਤ, ਵਿੱਤੀ ਪ੍ਰਬੰਧ ਅਤੇ ਜੋਖਮ ਬਾਰੇ ਮੌਜੂਦਾ ਜਨਤਕ ਰਿਕਾਰਡ ਦੀ ਜਾਂਚ ਹੈ।
ਜ਼ਮੀਨੀ ਅਦਲਾ-ਬਦਲੀ
ਖੇਡ ਮੈਦਾਨ ਵਾਲੀ ਥਾਂ ਹਾਸਲ ਕਰਨ ਲਈ ਸ਼ਹਿਰ ਦੀ ਮਲਕੀਅਤ ਵਾਲੀ ਸਰੀ ਸਿਟੀ ਡਿਵੈਲਪਮੈਂਟ ਕਾਰਪੋਰੇਸ਼ਨ ਨੇ ਤਿੰਨ ਸ਼ਹਿਰੀ ਜਾਇਦਾਦਾਂ—ਕੈਂਪਬੈਲ ਹਾਈਟਸ ਦੀਆਂ ਦੋ ਉਦਯੋਗਿਕ ਥਾਵਾਂ ਅਤੇ ਵ੍ਹੈਲੀ ਦਾ ਸੀਡਰ ਹਿਲਜ਼ ਖਰੀਦਦਾਰੀ ਕੇਂਦਰ—ਵੈੱਸਗਰੁੱਪ ਪ੍ਰਾਪਰਟੀਜ਼ ਨੂੰ ਦਿੱਤੀਆਂ। ਬਦਲੇ ਵਿੱਚ ਸ਼ਹਿਰ ਨੂੰ ਕਿੰਗ ਜਾਰਜ ਬੁਲੇਵਾਰਡ ਅਤੇ 104 ਐਵੇਨਿਊ ਉੱਤੇ ਸਾਬਕਾ ਸੇਫਵੇ ਵਾਲੀ ਥਾਂ ਮਿਲੀ। ਦਿੱਤੀਆਂ ਗਈਆਂ ਤਿੰਨ ਜਾਇਦਾਦਾਂ ਦਾ ਕੁੱਲ ਮੁੱਲ 116.6 ਮਿਲੀਅਨ ਡਾਲਰ ਲਾਇਆ ਗਿਆ ਸੀ।
ਸ਼ਹਿਰ ਵੱਲੋਂ ਨਿਯੁਕਤ ਈਵਾਈ-ਪਾਰਥੇਨਨ ਕਾਰਪੋਰੇਟ ਫ਼ਾਇਨੈਂਸ ਇੰਕ. ਦੀ 2 ਜੂਨ 2026 ਦੀ ਰਿਪੋਰਟ ਨੇ ਇਸ ਅਦਲਾ-ਬਦਲੀ ਦੀ ਨਿਰਪੱਖਤਾ ਦੀ ਜਾਂਚ ਕੀਤੀ। ਇਸ ਦਾ ਮੁੱਖ ਨਤੀਜਾ ਸੀ ਕਿ ਤੈਅ ਕੀਤਾ ਮੁੱਲ ਜਾਇਦਾਦ ਦੇ ਸੁਤੰਤਰ ਮੁੱਲਾਂਕਣਾਂ ਦੀ ਵਾਜਬ ਹੱਦ ਵਿੱਚ ਹੈ। ਇਹ ਉਸੇ ਥਾਂ ਲਈ ਜਾਇਦਾਦ ਮਾਲਕ ਦੇ ਮੁੱਲਾਂਕਣਕਾਰ ਵੱਲੋਂ ਲਾਏ 132.9 ਮਿਲੀਅਨ ਡਾਲਰ ਦੇ ਮੁੱਲ ਤੋਂ ਵੀ ਘੱਟ ਹੈ।

ਮੈਕਕੈਲਮ ਸਮੇਤ ਆਲੋਚਕਾਂ ਨੇ 116.6 ਮਿਲੀਅਨ ਡਾਲਰ ਦੇ ਲੈਣ-ਦੇਣ ਮੁੱਲ ਦੀ ਤੁਲਨਾ ਇਸ ਥਾਂ ਦੇ 86.8 ਮਿਲੀਅਨ ਡਾਲਰ ਦੇ ਬੀਸੀ ਅਸੈਸਮੈਂਟ ਮੁੱਲ ਨਾਲ ਕਰਦਿਆਂ ਦਲੀਲ ਦਿੱਤੀ ਕਿ ਸ਼ਹਿਰ ਨੇ ਵੱਧ ਭੁਗਤਾਨ ਕੀਤਾ। ਈਵਾਈ-ਪਾਰਥੇਨਨ ਰਿਪੋਰਟ ਇਸ ਤੁਲਨਾ ਬਾਰੇ ਸਿੱਧਾ ਕਹਿੰਦੀ ਹੈ ਕਿ ਕਰ ਲਗਾਉਣ ਲਈ ਵਰਤੀ ਜਾਣ ਵਾਲੀ ਸਮੂਹਕ ਮੁੱਲਾਂਕਣ ਵਿਧੀ ਵੱਡੀਆਂ ਅਤੇ ਗੁੰਝਲਦਾਰ ਵਿਕਾਸ ਥਾਵਾਂ ਦੇ ਵਿਅਕਤੀਗਤ ਮੁੱਲਾਂਕਣ ਨਾਲੋਂ ਘੱਟ ਭਰੋਸੇਯੋਗ ਮੰਨੀ ਜਾਂਦੀ ਹੈ। ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਸਭ ਤੋਂ ਨਵਾਂ ਕਰ ਮੁੱਲਾਂਕਣ ਵੀ ਸੌਦਾ ਤੈਅ ਕਰਨ ਲਈ ਵਰਤੇ ਮੁੱਲਾਂਕਣਾਂ ਨਾਲੋਂ ਲਗਭਗ ਇੱਕ ਸਾਲ ਪੁਰਾਣੀ ਮਿਤੀ ਉੱਤੇ ਅਧਾਰਤ ਹੈ।
ਰਿਪੋਰਟ ਇੱਕ ਅਜਿਹਾ ਵੇਰਵਾ ਵੀ ਦਿੰਦੀ ਹੈ ਜਿਸ ਬਾਰੇ ਵਿਆਪਕ ਰਿਪੋਰਟਿੰਗ ਨਹੀਂ ਹੋਈ। ਜੇ ਸ਼ਹਿਰ ਵੱਲੋਂ ਦਿੱਤੀਆਂ ਤਿੰਨ ਜਾਇਦਾਦਾਂ ਵਿੱਚੋਂ ਕੋਈ ਜਾਇਦਾਦ ਵਿਕਾਸ ਤੋਂ ਪਹਿਲਾਂ 2027 ਤੋਂ 2029 ਦਰਮਿਆਨ ਮੁੜ ਵੇਚੀ ਜਾਂਦੀ ਹੈ, ਤਾਂ ਮੌਜੂਦਾ ਸ਼ਰਤਾਂ ਅਨੁਸਾਰ ਤੈਅ ਮੁੱਲ ਤੋਂ ਵੱਧ ਮਿਲੀ ਰਕਮ ਵਿੱਚ ਸ਼ਹਿਰ ਨੂੰ ਹਿੱਸਾ ਮਿਲ ਸਕਦਾ ਹੈ। ਇਸੇ ਕਿਸਮ ਦੀ ਲਾਭ-ਵੰਡ ਦੀ ਸ਼ਰਤ ਸ਼ਹਿਰ ਵੱਲੋਂ ਹਾਸਲ ਕੀਤੀ ਖੇਡ ਮੈਦਾਨ ਵਾਲੀ ਥਾਂ ਉੱਤੇ ਵੀ ਲਾਗੂ ਹੁੰਦੀ ਹੈ।
ਵਿੱਤੀ ਯੋਜਨਾ ਅਸਲ ਵਿੱਚ ਕੀ ਵਚਨਬੱਧਤਾ ਦਿਖਾਉਂਦੀ ਹੈ
ਸਰੀ ਦੀ ਮਨਜ਼ੂਰਸ਼ੁਦਾ 2026–2030 ਵਿੱਤੀ ਯੋਜਨਾ ਵਿੱਚ ਸਿਟੀ ਸੈਂਟਰ ਖੇਡ ਮੈਦਾਨ ਨੂੰ 360 ਮਿਲੀਅਨ ਡਾਲਰ ਦੀ ਅੰਦਾਜ਼ਨ ਸ਼ੁੱਧ ਲਾਗਤ ਵਾਲੇ ਤਰਜੀਹੀ ਪੂੰਜੀ ਪ੍ਰੋਜੈਕਟ ਵਜੋਂ ਦਰਸਾਇਆ ਗਿਆ ਹੈ। ਯੋਜਨਾ ਕਹਿੰਦੀ ਹੈ ਕਿ ਨਿੱਜੀ ਖੇਤਰ ਦੇ ਭਾਈਵਾਲਾਂ ਨਾਲ ਗੱਲਬਾਤ ਤੋਂ ਖੇਡ ਮੈਦਾਨ ਨਾਲ ਲੱਗਦੇ ਜਾਂ ਉਸ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਟਲ, ਕਾਨਫ਼ਰੰਸ ਥਾਂ, ਖਾਣ-ਪੀਣ, ਦੁਕਾਨਾਂ ਅਤੇ ਰਿਹਾਇਸ਼ੀ ਇਕਾਈਆਂ ਲਈ ਹੋਰ ਵਿਕਾਸ ਸਮਝੌਤੇ ਹੋਣ ਦੀ ਉਮੀਦ ਹੈ। ਇਹ ਵੀ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਇਨ੍ਹਾਂ ਵਿਕਾਸ ਸਮਝੌਤਿਆਂ, ਖੇਡ ਮੈਦਾਨ ਦੇ ਕਿਰਾਏਦਾਰਾਂ ਅਤੇ ਨਾਮਕਰਨ ਤੇ ਵਪਾਰਕ ਹੱਕਾਂ ਦੀ ਵਿਕਰੀ ਤੋਂ ਆਮਦਨ ਖੇਡ ਮੈਦਾਨ ਦੀ ਉਸਾਰੀ, ਚਲਾਉਣ ਅਤੇ ਸੰਭਾਲ ਲਈ ਸਹਾਇਤਾ ਕਰੇਗੀ।
ਪਰ ਯੋਜਨਾ ਵਿੱਚ “ਉਮੀਦ” ਜਾਂ “ਸਹਾਇਤਾ” ਨਾਲ ਕੋਈ ਨਿਰਧਾਰਤ ਰਕਮ, ਘੱਟੋ-ਘੱਟ ਗਾਰੰਟੀ ਜਾਂ ਜਨਤਕ ਅਤੇ ਨਿੱਜੀ ਵਿੱਤੀ ਜ਼ਿੰਮੇਵਾਰੀ ਦੀ ਸਪਸ਼ਟ ਵੰਡ ਨਹੀਂ ਦਿੱਤੀ ਗਈ। ਇਹ ਵੀ ਨਹੀਂ ਦੱਸਿਆ ਗਿਆ ਕਿ 360 ਮਿਲੀਅਨ ਡਾਲਰ ਵਿੱਚੋਂ ਕਿੰਨਾ ਹਿੱਸਾ ਇਸ ਉਮੀਦ ਕੀਤੀ ਆਮਦਨ ਉੱਤੇ ਨਿਰਭਰ ਹੈ ਜਾਂ ਆਮਦਨ ਨਾ ਆਉਣ ਦੀ ਸਥਿਤੀ ਵਿੱਚ ਘਾਟਾ ਕੌਣ ਪੂਰਾ ਕਰੇਗਾ।

ਢਾਹੁਣ ਦੀ ਕਾਰਵਾਈ ਸ਼ੁਰੂ—ਖੇਡ ਮੈਦਾਨ ਦੀ ਉਸਾਰੀ 2027 ਲਈ ਦਰਜ
ਸ਼ਹਿਰ ਮੌਜੂਦਾ ਕੰਮ ਨੂੰ ਯੋਜਨਾ ਦੇ ਪਹਿਲੇ ਪੜਾਅ ਦਾ ਹਿੱਸਾ ਬਣਦੀ ਢਾਹੁਣ ਅਤੇ ਥਾਂ ਤਿਆਰ ਕਰਨ ਦੀ ਕਾਰਵਾਈ ਦੱਸਦਾ ਹੈ। ਇਸ ਦੀ ਪ੍ਰਕਾਸ਼ਿਤ ਸਮਾਂ-ਸਾਰਣੀ ਵਿਸਥਾਰਤ ਰੂਪ-ਰੇਖਾ ਅਤੇ ਇਜਾਜ਼ਤਾਂ ਲਈ ਵੱਖਰੇ ਤੌਰ ਉੱਤੇ 2026–2027 ਅਤੇ ਖੇਡ ਮੈਦਾਨ ਦੀ ਉਸਾਰੀ ਸ਼ੁਰੂ ਕਰਨ ਲਈ 2027 ਦਰਸਾਉਂਦੀ ਹੈ। ਇਹ ਫ਼ਰਕ ਮਹੱਤਵਪੂਰਨ ਹੈ। ਥਾਂ ਸਾਫ਼ ਕਰਨਾ ਦਿਖਾਉਂਦਾ ਹੈ ਕਿ ਯੋਜਨਾ ਅੱਗੇ ਵੱਧ ਰਹੀ ਹੈ, ਪਰ ਇਸ ਨਾਲ ਆਪਣੇ ਆਪ ਇਹ ਸਾਬਤ ਨਹੀਂ ਹੁੰਦਾ ਕਿ ਅੰਤਿਮ ਰੂਪ-ਰੇਖਾ, ਉਸਾਰੀ ਮੁੱਲ, ਸੰਚਾਲਨ ਸਮਝੌਤਾ ਅਤੇ ਕਿਰਾਏਦਾਰੀ ਦੀਆਂ ਜ਼ਿੰਮੇਵਾਰੀਆਂ ਜਨਤਾ ਸਾਹਮਣੇ ਪੂਰੀਆਂ ਰੱਖ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ।
