"Housekeeping"? Read It Before Council Votes.

The outgoing council is being asked to give first, second and third readings, all in one sitting, to two bylaws:

  • Bylaw 8605 – amends the Development and Subdivision Standards Bylaw No. 8288
  • Bylaw 8606 – amends the Building/Plumbing Bylaw No. 8065

The City’s own agenda titles both “Amendment (Housekeeping).”

Bylaw 8288 is the rule book for how development and servicing work across Delta. Amending it, along with the Building/Plumbing Bylaw, under a “Housekeeping” title tells the public nothing about what is changing.

What the public can see today

  • The bylaw text has NOT been published.
  • The agenda does not say what the amendments change.
  • The vote happens before the new council takes office.

These changes will apply during the incoming council’s term.

Before Council votes, the City should publish the text, a redline showing every change, and a plain-language explanation.

People are asking the outgoing Council to:

  1. Defer Item 5.1 to the incoming council
  2. Publish the full text and a redline
  3. Explain why these are classified as “housekeeping”

Recommendation:

  1. THAT first, second, and third readings be given to “Development and Subdivision Standards Bylaw No. 8288, 2024” Amendment (Housekeeping) Bylaw No. 8605, 2026.
  2. THAT first, second, and third readings be given to “Delta Building/Plumbing Bylaw No. 8065, 2021” Amendment (Housekeeping) Bylaw No. 8606, 2026.
