On Dec. 2, 2024, Kruger voted for the citywide recreation levy that funds Winskill, then voted against a second levy and $120 million in borrowing for a North Delta rec center with no site and no cost study. The minutes show both votes. The fight is over what that means.

City of Delta Has No Record of Mandatory Council Action — Community Charter Compliance Issue Emerges

The Community Charter required Delta Council to reconsider its decision not to establish a Code of Conduct before January 1, 2026. The City has not identified a meeting, agenda item, resolution or minutes showing that reconsideration occurred. It provided its Code of Ethics Policy instead. The Ministry confirmed the requirement in writing. Mayor Harvie has said he has no knowledge of a Council request for reconsideration.
