A Delta voter’s question before October 3 and October 17

What I asked the City

I am a Delta resident and voter.

I asked City staff legal questions about my own two-to-three-lot subdivision. I paid a City fee and asked for the service agreement that fee was for. I did not receive that agreement. Council approved the subdivision servicing path in September 2024 (Bylaw 8385). About nine months later, in July 2025, I was given a restrictive covenant instead of that service agreement. I have no record that Council voted to make that swap. I have no record that the covenant was executed or registered. Staff then went silent on my questions.

What I filed

I filed written complaints on that file, including November 10, 2025 to the City Clerk and all of Council. I asked for an acknowledgment, a file number, and a written outcome.

The City’s external lawyer then requested that I stop writing staff on that file and suggested I use a lawyer. That was a letter. It was not a court order and not a Council vote. Staff later treated that letter as if it closed other questions too.

I asked to speak at Council. The request I can show was refused.

I have the lawyer’s letter. I do not have a complaint file number or a decision.

The questions

  1. When a voter reports that staff will not answer questions on the voter’s own land, what is a councillor supposed to do?
  2. I asked for a service agreement. Why was a restrictive covenant produced instead, and who authorized that?
  3. Where did the formal complaint go, and who decided it?
  4. On what authority was my direct contact restricted, and why is there no Council minute for that?
  5. Why should I vote to return that record?
