DCC Now reviewed 78 Regular Council minute sets from Nov. 7, 2022 to July 13, 2026. The record shows Kruger, Boisvert, Binder and Johal forming a recurring four-vote majority from late 2024 — not a fixed bloc for the whole term, and not proof of secret coordination.
