The figures below are taken from the City of Delta’s published Schedules of Remuneration and Expenses under B.C.’s Financial Information Act. “Remuneration” on those schedules is total remuneration for the calendar year. It is not base salary. It can include banked time, retroactive pay, acting pay and severance.

What the record shows

The 2024 schedule lists several senior-staff totals that are substantially higher than 2023. The 2025 schedule lists several of those same names at lower totals. Some other names remain in a higher range after title changes to General Manager.

Council members’ remuneration is set in Bylaw 8241, 2023, which is public. A posted bylaw, resolution or pay-band grid that sets exempt (non-union) senior-staff ranges was not in the documents reviewed for this piece.

What the record does not show

The schedules do not state who approved a change, when it took effect, or whether a position was promoted, reclassified or paid out. They do not prove a secret council vote on staff pay. They also do not prove that every 2024 increase was a lasting raise.

2024 up, 2025 down

If a 2024 total were a new ongoing salary, it would still be there in 2025. Several are not:

  • Kenneth Mattice: $176,473 (2023) → $260,230 (2024) → $187,771 (2025).
  • Steven Berwick: $147,598 → $209,072 → $163,832.
  • Michael Ruskowski: $160,630 → $199,608 → $170,857.
  • Shawn Cropley: $101,955 → $241,286 → not listed in 2025.

The 2024 SOFI records five severance agreements with non-union staff (three to ten months each). The City has said former city manager Sean McGill’s last working day was Aug. 31, 2023 and that his 2024 total of $266,144 reflected banked vacation and earned time into the next calendar year. Those statements are on the public record. They are one documented way a departure appears as a high total in a later year.

Totals that stayed high

Some titles moved to General Manager and the higher totals held. Doreann Mayhew was identified as General Manager, Development in June 2023 committee minutes and was paid $279,538 in 2024 and $283,546 in 2025. The City’s 2025 annual report states she then moved to General Manager, Facilities and Major Projects. Navin Chand (Finance): $274,557 then $270,397. Steven Lan (Engineering): $291,465 then $281,707. Josh Turner (Parks, Recreation and Culture): $275,490 in 2025.

That is a different pattern from a one-year spike that reverses. The authorizing exempt pay-band document was not in the materials reviewed.

Council pay is on a different record

Council remuneration is Bylaw 8241, adopted in 2023: mayor base $154,264 to $175,273; councillor base $62,788 to $74,399; a catch-up to Nov. 7, 2022; then CPI. The year-by-year council figures are already published on DCC Now at Delta Council Pay Growth. This piece does not repeat that table. It notes only that council pay has a posted bylaw and the exempt staff bands, in the documents reviewed, do not.

Context on the same years, from the public record

Sean McGill left as city manager in August 2023. Donny van Dyk started in September 2023. The 2024 SOFI lists van Dyk at $393,496. He left in September 2025. Marcy Sangret’s 2023 total was $354,765, in a year that included transition in that office.

City-wide remuneration reported in contemporaneous coverage of the SOFIs rose from about $85 million (2022) to $101 million (2023), $104 million (2024) and $109 million (2025). Staff paid over $100,000: 360 in 2024, 378 in 2025. Those city-wide totals do not explain a single name’s one-year change without the underlying payout or classification record.

What remains open

Who set exempt pay bands, reclassifications and director-to-general-manager titles, and when? That answer is not in the posted SOFI schedules. DCC Now will publish a City reply in full if one is sent to info@dccnow.com.
