What Delta Council Put in Writing on May 6, 2024

A public record every resident can read

On May 6, 2024, Delta Council passed a resolution that sets written limits on branding, special events, official letters, agendas, information sharing, and staff support. The minutes record the motion and the vote. They do not record the debate or the reasons.

The resolution was moved by Councillor Jennifer Johal and seconded by Councillor Daniel Boisvert. It carried unanimously. Mayor George V. Harvie was present and in the chair. Councillor Alicia Guichon was absent. The minutes show no recorded dissent.

1. The public record

2. What the resolution directs

Council directed the following (full text on page 130 of the minutes):

Branding. All City events use consistent City branding. No other branding, including branding centered on any member of the Mayor and Council, is allowed without Council approval.
Special events. Council approval is required for special events such as economic breakfasts, sports summits, funding announcements and groundbreakings.
Mayor’s correspondence. Official correspondence from the Mayor goes out on City letterhead, effective immediately, and must reflect the will of Council.
Agendas. No individual member of Council may direct staff to edit or remove Council reports from upcoming agendas outside of a formal Council resolution.
Equal information. All members of Council receive the same information from staff, including about community events.
Acting Mayor. If the Mayor cannot attend an event, the Acting Mayor receives the staff information so Council is adequately represented.
Staff support. No additional staffing support goes to the Mayor or Council outside of a formal Council resolution.

3. Why did Council see a need for these written rules?

The minutes record the resolution and the unanimous vote. They do not record the debate or the reasons Council gave for passing it. Residents can ask Council why these seven written limits were considered necessary.

4. Why residents should care

A Council does not usually need to pass rules about who may alter agendas, who gets which information, whose name goes on event branding, or who directs staff, unless it believes those things need formal guardrails. The resolution is, at minimum, Council’s own acknowledgment that process and information flow at the top of the City needed written limits.

Residents deal with the City through staff, files, fees, delegations and responses. When the people who direct those staff are not working from the same information or the same process, the effects can reach ordinary residents and builders.

5. Questions residents can ask

If Council felt in May 2024 that process at the top needed formal rules, residents can fairly ask:

Why did Council see a need for these written rules?
What Code of Conduct was in force on May 6, 2024, and who is responsible for enforcing it?
Was the Code of Conduct, or any complaint process under it, used in connection with the issues Council addressed in Resolution R24/9-50?
If it was not used, why not? If it was, what was the outcome, and will it be made public?
Since May 2024, has the City reported to residents whether the seven directions in R24/9-50 have been followed?
When a resident is harmed by delay, inconsistency or unequal treatment, what is the process for raising it, and how is the outcome reported?

6 ਮਈ 2024 ਨੂੰ ਡੈਲਟਾ ਕਾਉਂਸਿਲ ਨੇ ਇੱਕ ਰੈਜ਼ੋਲੂਸ਼ਨ ਪਾਸ ਕੀਤਾ ਜਿਸ ਵਿੱਚ ਬ੍ਰਾਂਡਿੰਗ, ਖਾਸ ਇਵੈਂਟਸ, ਅਧਿਕਾਰਤ ਚਿੱਠੀਆਂ, ਏਜੰਡੇ, ਜਾਣਕਾਰੀ ਦੀ ਸਾਂਝ ਅਤੇ ਸਟਾਫ਼ ਸਹਾਇਤਾ ਉੱਤੇ ਲਿਖਤੀ ਸੀਮਾਵਾਂ ਲਗਾਈਆਂ ਗਈਆਂ। ਮਿੰਟਸ ਵਿੱਚ ਮੋਸ਼ਨ ਅਤੇ ਵੋਟ ਦਰਜ ਹੈ। ਬਹਿਸ ਜਾਂ ਕਾਰਨ ਦਰਜ ਨਹੀਂ ਹਨ।

ਰੈਜ਼ੋਲੂਸ਼ਨ ਨੂੰ ਕਾਊਂਸਿਲਰ ਜੈਨੀਫਰ ਜੋਹਲ ਨੇ ਮੂਵ ਕੀਤਾ ਅਤੇ ਕਾਊਂਸਿਲਰ ਡੈਨੀਅਲ ਬੋਇਸਵਰਟ ਨੇ ਸੈਕੰਡ ਕੀਤਾ। ਇਹ ਸਰਬਸੰਮਤੀ ਨਾਲ ਪਾਸ ਹੋਇਆ। ਮੇਅਰ ਜਾਰਜ ਵੀ. ਹਾਰਵੀ ਹਾਜ਼ਰ ਸਨ ਅਤੇ ਚੇਅਰ ਸਨ। ਕਾਊਂਸਿਲਰ ਐਲੀਸੀਆ ਗੁਇਚੋਨ ਗੈਰਹਾਜ਼ਰ ਸਨ। ਮਿੰਟਸ ਵਿੱਚ ਕੋਈ ਵਿਰੋਧ ਦਰਜ ਨਹੀਂ।

2. ਰੈਜ਼ੋਲੂਸ਼ਨ ਕੀ ਨਿਰਦੇਸ਼ ਦਿੰਦੀ ਹੈ

ਕਾਉਂਸਿਲ ਨੇ ਹੇਠ ਲਿਖੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ (ਪੂਰਾ ਟੈਕਸਟ ਮਿੰਟਸ ਦੇ ਪੰਨਾ 130 ਉੱਤੇ):

ਬ੍ਰਾਂਡਿੰਗ। ਸਾਰੇ ਸਿਟੀ ਇਵੈਂਟਸ ਇਕਸਾਰ ਸਿਟੀ ਬ੍ਰਾਂਡਿੰਗ ਵਰਤਣਗੇ। ਕੋਈ ਹੋਰ ਬ੍ਰਾਂਡਿੰਗ, ਮੇਅਰ ਜਾਂ ਕਾਉਂਸਿਲ ਦੇ ਕਿਸੇ ਮੈਂਬਰ ਉੱਤੇ ਕੇਂਦ੍ਰਿਤ ਬ੍ਰਾਂਡਿੰਗ ਸਮੇਤ, ਕਾਉਂਸਿਲ ਦੀ ਮਨਜ਼ੂਰੀ ਤੋਂ ਬਿਨਾਂ ਮਨਜ਼ੂਰ ਨਹੀਂ।
ਖਾਸ ਇਵੈਂਟਸ। ਆਰਥਿਕ ਬ੍ਰੈਕਫਸਟ, ਸਪੋਰਟਸ ਸਮਿਟ, ਫੰਡਿੰਗ ਘੋਸ਼ਣਾਵਾਂ ਅਤੇ ਗਰਾਊਂਡਬ੍ਰੇਕਿੰਗ ਵਰਗੇ ਖਾਸ ਇਵੈਂਟਸ ਲਈ ਕਾਉਂਸਿਲ ਦੀ ਮਨਜ਼ੂਰੀ ਲਾਜ਼ਮੀ ਹੈ।
ਮੇਅਰ ਦੀ ਚਿੱਠੀ। ਮੇਅਰ ਵੱਲੋਂ ਅਧਿਕਾਰਤ ਚਿੱਠੀ ਸਿਟੀ ਲੈਟਰਹੈੱਡ ਉੱਤੇ ਜਾਵੇਗੀ, ਤੁਰੰਤ ਲਾਗੂ, ਅਤੇ ਕਾਉਂਸਿਲ ਦੀ ਇੱਛਾ ਦਰਸਾਉਣੀ ਚਾਹੀਦੀ ਹੈ।
ਏਜੰਡੇ। ਕਾਉਂਸਿਲ ਦਾ ਕੋਈ ਵੀ ਵਿਅਕਤੀਗਤ ਮੈਂਬਰ ਸਟਾਫ਼ ਨੂੰ ਆਉਣ ਵਾਲੇ ਏਜੰਡਿਆਂ ਤੋਂ ਰਿਪੋਰਟਾਂ ਨੂੰ ਸੋਧਣ ਜਾਂ ਹਟਾਉਣ ਲਈ ਨਿਰਦੇਸ਼ ਨਹੀਂ ਦੇ ਸਕਦਾ ਜਦੋਂ ਤੱਕ ਰਸਮੀ ਕਾਉਂਸਿਲ ਰੈਜ਼ੋਲੂਸ਼ਨ ਨਾ ਹੋਵੇ।
ਬਰਾਬਰ ਜਾਣਕਾਰੀ। ਕਾਉਂਸਿਲ ਦੇ ਸਾਰੇ ਮੈਂਬਰਾਂ ਨੂੰ ਸਟਾਫ਼ ਤੋਂ ਇੱਕੋ ਜਿਹੀ ਜਾਣਕਾਰੀ ਮਿਲੇ, ਜਿਸ ਵਿੱਚ ਕਮਿਊਨਿਟੀ ਇਵੈਂਟਸ ਬਾਰੇ ਜਾਣਕਾਰੀ ਵੀ ਸ਼ਾਮਲ ਹੈ।
ਐਕਟਿੰਗ ਮੇਅਰ। ਜੇ ਮੇਅਰ ਕਿਸੇ ਇਵੈਂਟ ਵਿੱਚ ਹਾਜ਼ਰ ਨਾ ਹੋ ਸਕੇ, ਤਾਂ ਐਕਟਿੰਗ ਮੇਅਰ ਨੂੰ ਸਟਾਫ਼ ਤੋਂ ਜਾਣਕਾਰੀ ਮਿਲੇ ਤਾਂ ਜੋ ਕਾਉਂਸਿਲ ਦੀ ਢੁਕਵੀਂ ਨੁਮਾਇੰਦਗੀ ਹੋ ਸਕੇ।
ਸਟਾਫ਼ ਸਹਾਇਤਾ। ਮੇਅਰ ਜਾਂ ਕਾਉਂਸਿਲ ਨੂੰ ਕੋਈ ਵਾਧੂ ਸਟਾਫ਼ ਸਹਾਇਤਾ ਰਸਮੀ ਕਾਉਂਸਿਲ ਰੈਜ਼ੋਲੂਸ਼ਨ ਤੋਂ ਬਿਨਾਂ ਨਹੀਂ ਦਿੱਤੀ ਜਾਵੇਗੀ।

3. ਕਾਉਂਸਿਲ ਨੂੰ ਇਹ ਲਿਖਤੀ ਨਿਯਮ ਪਾਸ ਕਰਨ ਦੀ ਲੋੜ ਕਿਉਂ ਪਈ?

ਮਿੰਟਸ ਵਿੱਚ ਰੈਜ਼ੋਲੂਸ਼ਨ ਅਤੇ ਸਰਬਸੰਮਤੀ ਵੋਟ ਦਰਜ ਹੈ। ਉਨ੍ਹਾਂ ਵਿੱਚ ਬਹਿਸ ਜਾਂ ਉਹ ਕਾਰਨ ਦਰਜ ਨਹੀਂ ਜੋ ਕਾਉਂਸਿਲ ਨੇ ਇਸਨੂੰ ਪਾਸ ਕਰਨ ਲਈ ਦਿੱਤੇ। ਰਹਿਣ ਵਾਲੇ ਕਾਉਂਸਿਲ ਤੋਂ ਪੁੱਛ ਸਕਦੇ ਹਨ ਕਿ ਇਹ ਸੱਤ ਲਿਖਤੀ ਸੀਮਾਵਾਂ ਜ਼ਰੂਰੀ ਕਿਉਂ ਸਮਝੀਆਂ ਗਈਆਂ।

4. ਰਹਿਣ ਵਾਲਿਆਂ ਨੂੰ ਇਸ ਦੀ ਪਰਵਾਹ ਕਿਉਂ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ

ਕਾਉਂਸਿਲ ਆਮ ਤੌਰ ਉੱਤੇ ਇਹ ਨਿਯਮ ਨਹੀਂ ਪਾਸ ਕਰਦੀ ਕਿ ਕੌਣ ਏਜੰਡਾ ਬਦਲ ਸਕਦਾ ਹੈ, ਕਿਸ ਨੂੰ ਕਿਹੜੀ ਜਾਣਕਾਰੀ ਮਿਲਦੀ ਹੈ, ਇਵੈਂਟ ਬ੍ਰਾਂਡਿੰਗ ਉੱਤੇ ਕਿਸ ਦਾ ਨਾਮ ਆਉਂਦਾ ਹੈ, ਜਾਂ ਕੌਣ ਸਟਾਫ਼ ਨੂੰ ਨਿਰਦੇਸ਼ ਦਿੰਦਾ ਹੈ, ਜਦੋਂ ਤੱਕ ਉਹ ਇਹ ਨਾ ਸਮਝੇ ਕਿ ਇਹਨਾਂ ਚੀਜ਼ਾਂ ਲਈ ਰਸਮੀ ਗਾਰਡਰੇਲਜ਼ ਦੀ ਲੋੜ ਹੈ। ਇਹ ਰੈਜ਼ੋਲੂਸ਼ਨ, ਘੱਟੋ-ਘੱਟ, ਕਾਉਂਸਿਲ ਦੀ ਆਪਣੀ ਮਾਨਤਾ ਹੈ ਕਿ ਸਿਟੀ ਦੇ ਉੱਚ ਪੱਧਰ ਉੱਤੇ ਪ੍ਰਕਿਰਿਆ ਅਤੇ ਜਾਣਕਾਰੀ ਦੇ ਵਹਾਅ ਲਈ ਲਿਖਤੀ ਸੀਮਾਵਾਂ ਦੀ ਲੋੜ ਸੀ।

ਰਹਿਣ ਵਾਲੇ ਸਿਟੀ ਨਾਲ ਸਟਾਫ਼, ਫਾਈਲਾਂ, ਫੀਸਾਂ, ਡੈਲੀਗੇਸ਼ਨਾਂ ਅਤੇ ਜਵਾਬਾਂ ਰਾਹੀਂ ਨਿਪਟਦੇ ਹਨ। ਜਦੋਂ ਉਹ ਲੋਕ ਜੋ ਸਟਾਫ਼ ਨੂੰ ਨਿਰਦੇਸ਼ ਦਿੰਦੇ ਹਨ ਇੱਕੋ ਜਿਹੀ ਜਾਣਕਾਰੀ ਜਾਂ ਇੱਕੋ ਜਿਹੀ ਪ੍ਰਕਿਰਿਆ ਤੋਂ ਕੰਮ ਨਹੀਂ ਕਰ ਰਹੇ, ਤਾਂ ਇਸਦਾ ਅਸਰ ਆਮ ਰਹਿਣ ਵਾਲਿਆਂ ਅਤੇ ਬਿਲਡਰਾਂ ਤੱਕ ਪਹੁੰਚ ਸਕਦਾ ਹੈ।

5. ਰਹਿਣ ਵਾਲੇ ਇਹ ਸਵਾਲ ਪੁੱਛ ਸਕਦੇ ਹਨ

ਜੇ ਕਾਉਂਸਿਲ ਨੂੰ ਮਈ 2024 ਵਿੱਚ ਲੱਗਾ ਕਿ ਉੱਚ ਪੱਧਰ ਉੱਤੇ ਪ੍ਰਕਿਰਿਆ ਲਈ ਰਸਮੀ ਨਿਯਮਾਂ ਦੀ ਲੋੜ ਹੈ, ਤਾਂ ਰਹਿਣ ਵਾਲੇ ਇਹ ਸਵਾਲ ਪੁੱਛ ਸਕਦੇ ਹਨ:

ਕਾਉਂਸਿਲ ਨੂੰ ਇਹ ਲਿਖਤੀ ਨਿਯਮ ਪਾਸ ਕਰਨ ਦੀ ਲੋੜ ਕਿਉਂ ਪਈ?
6 ਮਈ 2024 ਨੂੰ ਕਿਹੜਾ ਕੋਡ ਆਫ਼ ਕੰਡਕਟ ਲਾਗੂ ਸੀ, ਅਤੇ ਇਸਨੂੰ ਲਾਗੂ ਕਰਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਕਿਸਦੀ ਹੈ?
ਕੀ ਕੋਡ ਆਫ਼ ਕੰਡਕਟ, ਜਾਂ ਇਸ ਅਧੀਨ ਕੋਈ ਸ਼ਿਕਾਇਤ ਪ੍ਰਕਿਰਿਆ, ਰੈਜ਼ੋਲੂਸ਼ਨ R24/9-50 ਵਿੱਚ ਹੱਲ ਕੀਤੇ ਮੁੱਦਿਆਂ ਨਾਲ ਵਰਤੀ ਗਈ?
ਜੇ ਨਹੀਂ ਵਰਤੀ ਗਈ, ਤਾਂ ਕਿਉਂ ਨਹੀਂ? ਜੇ ਵਰਤੀ ਗਈ, ਤਾਂ ਨਤੀਜਾ ਕੀ ਸੀ ਅਤੇ ਕੀ ਇਸਨੂੰ ਜਨਤਕ ਕੀਤਾ ਜਾਵੇਗਾ?
ਮਈ 2024 ਤੋਂ ਬਾਅਦ, ਕੀ ਸਿਟੀ ਨੇ ਰਹਿਣ ਵਾਲਿਆਂ ਨੂੰ ਰਿਪੋਰਟ ਕੀਤਾ ਹੈ ਕਿ R24/9-50 ਦੇ ਸੱਤ ਨਿਰਦੇਸ਼ਾਂ ਦੀ ਪਾਲਣਾ ਹੋਈ ਹੈ ਜਾਂ ਨਹੀਂ?
ਜਦੋਂ ਕਿਸੇ ਰਹਿਣ ਵਾਲੇ ਨੂੰ ਦੇਰੀ, ਅਸੰਗਤੀ ਜਾਂ ਅਸਮਾਨ ਵਿਹਾਰ ਨਾਲ ਨੁਕਸਾਨ ਹੁੰਦਾ ਹੈ, ਤਾਂ ਇਸਨੂੰ ਉਠਾਉਣ ਦੀ ਪ੍ਰਕਿਰਿਆ ਕੀ ਹੈ ਅਤੇ ਨਤੀਜਾ ਕਿਵੇਂ ਰਿਪੋਰਟ ਹੁੰਦਾ ਹੈ?

6. ਤੁਸੀਂ ਕੀ ਕਰ ਸਕਦੇ ਹੋ

ਖੁਦ ਮਿੰਟਸ ਪੜ੍ਹੋ। ਰੈਜ਼ੋਲੂਸ਼ਨ ਪੰਨਾ 130 ਉੱਤੇ ਹੈ।
ਕਾਉਂਸਿਲ ਅਤੇ ਸਟਾਫ਼ ਤੋਂ ਆਪਣੇ ਸਵਾਲ ਲਿਖਤੀ ਰੂਪ ਵਿੱਚ ਪੁੱਛੋ ਅਤੇ ਜਵਾਬ ਸੰਭਾਲ ਕੇ ਰੱਖੋ।
