Who Approved These Delta Staff Pay Increases?

The figures below are taken from the City of Delta’s published Schedules of Remuneration and Expenses under B.C.’s Financial Information Act. “Remuneration” on those schedules is total remuneration for the calendar year. It is not base salary. It can include banked time, retroactive pay, acting pay and severance. This table uses the 2022 line and the 2025 line only — this Council term.
What the record shows
Several published totals rose about $38,000 to $106,000 from 2022 to 2025 and stayed high. Three of the largest sit on roles now titled General Manager. Other lines on the same schedules also rose. This is not a three-name list.

Turner is listed as General Manager, Parks, Recreation and Culture. Mayhew was identified as General Manager, Development in June 2023 committee minutes; the 2025 annual report lists General Manager, Facilities and Major Projects. Chand is General Manager, Finance. Jansson is Deputy City Clerk, then City Clerk — not a General Manager title. Dhaliwal and Ansell are on the same public schedules. More year-by-year names are in The Raise That Vanished.
Steven Lan was already at $245,320 in 2022 and $281,707 in 2025 (+$36,387). That is a smaller change.
Council members’ remuneration is set in Bylaw 8241, 2023, which is public. A posted bylaw, resolution or pay-band grid that sets exempt General Manager titles and ranges was not in the documents reviewed for this piece.
What the record does not show
The schedules do not name who approved a title or a band, or when a change took effect. They do not prove the titles were created to take powers away from Council. They do not prove staff covered for one another. They also do not prove that every increase was a new base salary.
The same term, a second record
After the 2022 election, Council adopted delegation bylaws that moved defined operational, financial and development powers from the Council table to senior administration. That record is already on DCC Now: Who Is Governing Delta?
These two files sit in the same term. One is authority. One is pay. The SOFI lines do not join them. Residents can still ask why General Manager titles and higher lasting totals arrived while more decisions sat with appointed staff — and why the staff instrument is not posted the way Bylaw 8241 is posted.
What remains open
Who advised the title changes. Who approved them. Under what policy or bylaw. Whether a pay band moved with the title. Which other exempt posts received lasting increases, including roles that are not titled General Manager.
DCC Now is asking the City those questions in writing and is filing a Freedom of Information request for the exempt pay policy, the authorizing resolutions or memos, a 2021 senior-staff list with titles, and a list of title changes in 2022–2025. A written City reply will be published in full. No reply by October 10, 2026 will be recorded as no reply.
