The Community Charter required Delta Council to reconsider its decision not to establish a Code of Conduct before January 1, 2026. The City has not identified a meeting, agenda item, resolution or minutes showing that reconsideration occurred. It provided its Code of Ethics Policy instead. The Ministry confirmed the requirement in writing. Mayor Harvie has said he has no knowledge of a Council request for reconsideration.
Residents elect Mayor and Council. Bylaw 8330 names the Mayor for delegation requests. Staff advice is not the vote.
